Partnerships & ProgramsIn 1980 the LDFC began administering preservation funds on behalf of the Lowell Historic Preservation Commission (LHPC), an agency of the U.S. Department of the Interior charged with helping the National Park Service develop Lowell National Historical Park. Federal funds were available as low interest loans targeted to the restoration of significant buildings in the historic district. The result was an architecturally distinctive downtown and a more inviting place for commercial, housing, and cultural activity as well as for visitors, restaurant patrons, and audiences. Although the LHPC closed its doors in 1995, the LDFC continues to manage the loan funds through the Lowell National Historical Park. The LDFC assisted in the development of the Paul E. Tsongas Arena by serving as a conduit for the purchase and transfer of the land to the City of Lowell. In addition, the LDFC spearheaded a $1.6 million fundraising drive for furniture and fixtures. The LDFC gained an important partner with the creation of the Lowell Plan, Inc. in 1979. While the Lowell Plan provides a forum for private and public sector leaders to discuss and develop economic development goals, the LDFC provides incentive financing tools for accomplishing those goals. The LDFC’s executive director also serves as the Lowell Plan’s executive director; this administrative arrangement has resulted in the efficient use of both agencies’ staff for cooperative efforts. |
